Adair VINELink Release Coverage
Missouri's statewide service is the Missouri Automated Victim Notification System, or MOVANS. The current state announcement says its search covers people supervised by local jails and detention centers, MODOC offenders, and Missouri court events. For an Adair County detainee, select the Missouri record tied to the Adair County Detention Center in Kirksville. A result from another state or an identically named county is not evidence about the Missouri booking.
The service has clear boundaries. A local Adair booking belongs to the jail and MOVANS route. A state prison or MODOC supervision record belongs to MODOC. Federal Bureau of Prisons, ICE, and U.S. Marshals custody do not fall under Missouri MOVANS. Those systems must be checked through their own official locators when a record shows a transfer.

Use the Missouri VINELink portal and read the live interface rather than relying on old brochure labels. The official announcement confirms the systems covered, but it does not document every current query field or the literal text of every released result.

- Enter the available identifying information. Search one person and compare spelling, identifiers, and the facility before opening a record.
- Confirm that an Adair detainee record names the Missouri Adair County Detention Center. Do not accept a similar county name from another state.
- Open the matching record and preserve the exact custody wording. Do not convert a transfer or absence into a claimed community release.
- Use the displayed registration control if future alerts are needed. Save the confirmation and note the date of the search.
If multiple names match, compare all available identifiers without guessing. A case number or booking detail from the sheriff or Case.net can help separate two people. If no record appears, confirm the booking agency and search spelling variants before concluding that coverage failed.
Search results can change as agencies send new events. Take note of the date, time, state, facility, identifier, and exact status language. That small search record helps distinguish a true update from a later interface change and supports a focused question to the office that created the event.

Adair VINELink Release Fields
The current live record controls. Missouri's announcement establishes broad coverage, while the interface can vary by the source agency and event. Record what is actually displayed. Do not invent a field or promise that every Adair result contains the same details.

Scheduled or projected dates require special care. A minimum, conditional, maximum, or presumptive parole date is not an actual release event. MODOC records can contain several sentences, and a completion flag on one charge does not prove that all custody or supervision ended.
Missouri MOVANS Changed in 2026
Missouri changed MOVANS on May 5, 2026. The Department of Public Safety announcement says the Missouri State Highway Patrol Criminal Justice Information Services division took over the relevant data and information-sharing service. Local jail and court searches and account updates remain available through VINELink/MOVANS.
Phone-call alerts and VINELink mobile-app alerts ended. Current delivery is by SMS text and/or email. People who had relied only on phone or app delivery were instructed to update by May 4 or register again. Existing text and email users did not need to act. MobilePatrol and Missouri Sheriff Connect are not affiliated with DPS or MOVANS, and neither is an Adair sheriff release app.

Register Adair Release Alerts
Registration depends on custody type. For an Adair local-jail person or Missouri court event, register through the specific VINELink/MOVANS record. For a MODOC custody notification, use the Office of Victim Services route. Looking up an active offender is not the same action as registering for eligible MODOC event notices.
- Find the specific Missouri record and verify the person, identifier, and Adair facility before selecting any notification control.
- Choose SMS text and/or email, the channels supported after May 5, 2026.

For MODOC custody notifications, contact the Office of Victim Services at victims@doc.mo.gov or (573) 526-6516, 8 a.m. to 5 p.m. weekdays. Eligible notices can include parole hearings or results, release to the community, escape, and death. The office route is separate from local-jail MOVANS registration.

Adair VINELink PIN Clarification
Older Missouri materials described a four-digit PIN for automated telephone notices. The recipient entered that PIN followed by the pound key to confirm a call and stop repeats. Email did not use that phone PIN. That workflow is now historical because Missouri ended phone and app delivery on May 5, 2026.
The current DPS announcement does not document a replacement PIN, one-time code, or confirmation-link procedure for SMS or email. Follow only what the live interface asks. Do not carry an obsolete phone PIN step into the current Adair registration process, and do not promise a confirmation method that the state has not published.
People who used only the old phone or app channels had to update their delivery details or register again. Text and email recipients were not required to act during the transition. If an expected notice did not arrive, check the current registration and contact MOVANS assistance rather than assuming that no custody change occurred.
Confirm Adair VINELink Releases
Call the Adair County Detention Center control room at (660) 665-4644 extension 1 and ask whether the local booking ended and whether it was community release or transfer. Staff may direct the question to a formal request. The sheriff records channel can supply the releasable booking/release record, release time, disposition, and destination when those items exist and are open.
Next, inspect Case.net for bond, dismissal, sentence, probation, warrant, or MODOC commitment entries. The court explains legal authority but not always the exact moment jail processing ended. If the result points to state custody, use MODOC Offender Web Search for an active incarcerated or supervised person. MODOC's interactive search excludes fully discharged offenders, so its nightly historical file or a Sunshine request may be needed later.
A county records request should identify the person, approximate booking date, and case or booking number when known. Ask for the admission and release times, release authority, and destination. If the person was transferred, that destination tells which system should be checked next.

Adair VINELink Release Limits
MOVANS does not cover every custody system. A federal sentence belongs in the BOP Inmate Locator. Possible immigration custody belongs in ICE's locator. A U.S. Marshals transfer may not appear in a state service. None of those results should be substituted for an Adair jail release record.
